Creates a legal defense against theft charges for licensed animal rescue organizations and their employees, volunteers, or agents who take possession of cats while following the bill's requirements

Defines "animal holding agency" as a licensed nonprofit animal rescue operating from a physical location open to the public at least five days per week, or an entity contracted by a county or municipality for animal control services

Requires agencies taking in stray, unowned, or abandoned cats to post a photo and description on their website within 24 hours, report to local animal control, and hold cats for minimum periods (3 business days without ID, 5 business days with license/tag/microchip)

Grants civil liability immunity to animal holding agencies for taking, keeping, or disposing of cats under these procedures, and transfers ownership to the agency after the holding period expires if the owner does not reclaim the cat

Takes effect on the 91st day after the 2025 legislative session adjourns
