Establishes the Office of Pharmaceutical Purchasing within the Oregon Department of Administrative Services to coordinate multiagency and multistate bulk purchasing of prescription drugs and reduce costs for Oregon residents

Transfers the Oregon Prescription Drug Program from the Oregon Health Authority to the new Office of Pharmaceutical Purchasing, effective January 1, 2026

Requires state agencies and coordinated care organizations to participate in the Oregon Prescription Drug Program unless they can demonstrate lower prices are available elsewhere

Creates an advisory board including representatives from PEBB, OEBB, PERS, Department of Corrections, Oregon State Hospital, and other entities to coordinate pharmaceutical purchasing across state programs and submit annual reports to the legislature by October 1

Mandates a uniform Practitioner-Managed Prescription Drug Plan and preferred drug list for both fee-for-service Medicaid reimbursements and coordinated care organizations
