Requires a health care provider to perform an ultrasound on a pregnant person at least 72 hours before performing an abortion, with the patient awake and given a minimum of 20 seconds to hear any heartbeat and view the ultrasound image

Exempts medical emergencies where failure to immediately terminate the pregnancy would likely result in death or serious, irreversible physical impairment of major bodily functions

Imposes a civil penalty of at least $10,000 per violation on providers who fail to comply with the ultrasound requirement

Directs civil penalty revenue to the Oregon Student Assistance Fund for scholarships to current and former foster children

Applies to abortions performed on or after the effective date of the Act; sponsored by Representative Reschke
