Defines "powered micromobility device" as a vehicle designed to transport a person with a propulsion system, maximum speed of 30 mph, and unloaded weight under 100 pounds; excludes e-bikes, motor assisted scooters, and motorized wheelchairs from this definition

Establishes age requirements for operating certain vehicles: Class 1 e-bikes at 14+, Class 2 and Class 3 e-bikes at 16+, motor assisted scooters at 12+, and powered micromobility devices at 16+

Requires children under 16 to wear approved protective headgear when riding bicycles, e-bikes, motor assisted scooters, powered micromobility devices, skateboards, nonmotorized scooters, or in-line skates on highways or public premises

Directs the Department of Transportation to develop a safety education program about helmet laws, age requirements, and rules of the road for these vehicle types, with $250,000 appropriated from the General Fund for the 2025-2027 biennium

Exempts powered micromobility devices from title, registration, and financial responsibility requirements while granting operators the same rights and duties as bicycle riders on bicycle lanes and paths
