Establishes the Oregon Partnership for Resilience as an independent public corporation to enhance state emergency preparedness through innovative technologies, methods, and organizational concepts

Five-member board of directors includes the Director of Oregon Department of Emergency Management, Director of Human Services, the Adjutant General, and two Governor-appointed private sector representatives serving four-year terms

Partnership may acquire property (including through condemnation), enter contracts with public/private entities, develop intellectual property, receive public/private funding, and collaborate with universities on emergency support functions

Board appoints a president as executive officer; annual report due to Legislative Assembly and Governor by April 15 detailing activities, plans, priorities, and accomplishments

Biennial funding requests submitted to Department of Administrative Services by September 1 of even-numbered years for inclusion in Governor's budget; partnership exempt from many state agency procurement and administrative requirements
