Oregon Health Authority must establish a "thriving youth pilot program" providing substance use prevention education and mental/behavioral health services through out-of-school programming in 20 counties, prioritizing remote and underserved communities

Program serves youth ages 6-18 and must be administered through a statewide community-based organization with an existing network of positive youth development entities

Community partners will implement evidence-based prevention curriculum, provide trauma-informed staff training, and connect youth with licensed mental health professionals and certified prevention specialists

$8,000,000 appropriated from the General Fund for the biennium beginning July 1, 2025; interim report due September 15, 2026 on outcomes; feasibility report due September 15, 2027

Pilot program sunsets January 2, 2029; declared an emergency measure effective upon passage
