Establishes a minimum $50,000 security amount for defendants charged with Ballot Measure 11 offenses (ORS 137.700 or 137.707), unless the court finds that amount unconstitutionally excessive

Requires defendants on pretrial release for a felony or Class A misdemeanor who commit a new felony or Class A misdemeanor to be held pending arraignment without eligibility for security release

Increases minimum security to $250,000 for defendants charged with violent felonies who violate release conditions, whether the violation constitutes a new crime or not

Removes the requirement for a criminal justice advisory committee to provide input on pretrial release guidelines and eliminates language about reducing reliance on security

Takes effect on the 91st day following adjournment of the 2025 regular legislative session
