Establishes the Water Workforce Program within the Higher Education Coordinating Commission to increase and diversify skilled water professionals in water/wastewater utilities and water science, engineering, and technology sectors

Appropriates $3,500,000 from the General Fund for the 2025-2027 biennium to be distributed to local workforce development boards for program implementation

Funds training, education, and apprenticeship programs including paid on-the-job pathways for obtaining water and wastewater operator certifications, with priority for rural, coastal, and remote communities

Requires targeted outreach to environmental justice communities through partnerships with nonprofit organizations and coordination with federally recognized tribal governments to address their water/wastewater utility needs

Mandates biennial reporting to the Legislative Assembly by September 15 of each even-numbered year, with the first report due September 15, 2026; takes effect immediately upon passage as an emergency measure
