Establishes a permanent statewide shelter program administered by the Housing and Community Services Department to reduce unsheltered homelessness and transition people into stable housing

Divides Oregon into regions (each at least one county) with designated regional coordinators selected by the department, who receive 5-6 year agreements and funding to develop regional assessments, plans, and annual reports

Requires funded shelters to operate 24/7 year-round, use evidence-based and harm reduction practices, and participate in coordinated entry and homeless management information systems

Mandates at least 70% of regional shelter funding go to low-barrier shelters, with the remaining balance available for recovery-based shelters

Rules must be adopted by January 1, 2026, and regional coordinators selected by May 1, 2026; the program sunsets on January 2, 2034
