Sets maximum matching fund requirements for state grants to incorporated cities with populations of 20,000 or less for capital construction and municipal infrastructure projects

Cities with population 5,000 or less: maximum 3% match for grants of $100,000 or less, maximum 5% match for grants over $100,000

Cities with population 5,001-7,500: maximum 7% match; population 7,501-10,000: maximum 9% match; population 10,001-20,000: maximum 12% match

Allows eligible cities to use grant funds for all project phases including engineering, planning, and support—not just construction

Takes effect on the 91st day following adjournment of the 2025 regular legislative session
