Directs the Department of Environmental Quality to develop an examination and certification program for operators of lagoon wastewater treatment systems, in consultation with public and private stakeholders

Requires the examination to be limited to topics relevant to lagoon wastewater treatment system operation; DEQ may contract with a third party to develop the exam

Establishes eligibility for certification: one year of experience as a sewage treatment works operator, or meeting other education and experience requirements set by DEQ, plus passing the exam

Requires DEQ to provide examinees their results upon request, including which questions were answered correctly and incorrectly

Mandates regular review of the examination and results to keep content current and relevant, with stakeholder consultation before updating questions
