Requires General Fund revenue estimates for budgeting to use conservative data projections from nationally recognized vendors and consensus-driven models, based on the 10 most recent fiscal years

Requires surplus revenue refund calculations to use optimistic data projections from nationally recognized vendors and consensus-driven models, based on the five most recent biennia

Department of Revenue must calculate the difference between surplus amounts under the two methodologies and transfer that difference by December 15 of each odd-numbered year to five designated funds

Transfer funds split equally (20% each) among: Water Fund, Oregon Transportation Infrastructure Fund, School Capital Matching Fund, Oregon Housing Fund, and Natural and Working Lands Fund

Applies to estimates prepared on or after January 1, 2026; takes effect 91 days after adjournment of the 2025 legislative session
