Electric public utilities must apply to the Public Utility Commission (PUC) for wildfire safety certification, with the first application due by December 31, 2027

Consumer-owned utilities may voluntarily apply for certification; their decision not to apply cannot be used as evidence in civil proceedings related to wildfire allegations

PUC must approve or deny certification applications within 90 days; certification is valid for 12 months and establishes a statutory presumption that the utility is acting reasonably regarding wildfire safety practices

Applicants must demonstrate they have an approved wildfire protection or mitigation plan, are implementing it, have addressed infrastructure deficiencies from audits, and show commitment to wildfire safety through training, assessments, and workshops

PUC will develop rules in consultation with the State Forestry Department, State Fire Marshal, and academic institutions with wildfire expertise
