Modifies the Prosperity 10,000 Program by narrowing the definition of "priority populations" from ten categories (including communities of color, women, persons with disabilities, LGBTQ+ individuals, tribal members, and others) to only two: low-income communities and veterans

Removes the program goal requiring at least 50 percent of participants to be women, and adds a new goal supporting employers and incumbent workers in high-growth industries such as clean energy, semiconductor manufacturing, broadband infrastructure, child care, and behavioral health care

Establishes new wage targets for incumbent workers participating in the program, requiring them to obtain transferable skills or credentials and increased earnings of at least $23 per hour or a specified percentage increase

Requires the Higher Education Coordinating Commission to disburse appropriated program funds to local workforce development boards within 60 days of receiving the funds

Removes language emphasizing increased apprenticeship program participation by women and individuals from communities of color from the Bureau of Labor and Industries grant program
