Restructures the Oregon Hatchery Research Center Board by prohibiting voting members from being former department employees, requiring mandatory removal after two unexcused meeting absences, and mandating the director consult with the board chairperson when appointing successors

Expands the Oregon Hatchery Research Center's research mission to include synthesizing existing hatchery research, studying salmon incubators, researching chum salmon reestablishment in coastal rivers, and evaluating hatchery programs' impacts on naturally reproducing populations

Extends the Oregon Hatchery Research Center Fund's funding mechanisms from December 31, 2026 to December 31, 2034, while increasing license surcharges (resident annual licenses from $1 to $1.50, daily licenses from $0.50 to $1, nonresident licenses from $1.50 to $2) and raising the commercial fish ad valorem fee from 4 cents to 14 cents per pound

Creates a new Chum Subaccount in the Fish and Wildlife Account funded by a $10 chum enhancement validation fee, with revenues distributed to the Coquille Indian Tribe (50%), Oregon Hatchery Research Center Fund (30%), Fish Endowment Subaccount (10%), and two STEP associations (5% each)

Takes effect on the 91st day following adjournment sine die of the 2025 legislative session
