Oregon Health Authority, in consultation with the Department of Environmental Quality, must establish a grant program to repair or replace water systems and sewage treatment works in cities with populations under 20,000

Creates the Small Community Water Infrastructure Fund in the State Treasury, separate from the General Fund, with interest earnings credited back to the fund

Fund may receive Legislative appropriations and deposits from public or private sources

Moneys in the fund are continuously appropriated to OHA for awarding grants under the program

Grant applications for sewage treatment works must be provided to DEQ for comment before approval
