County governing bodies gain authority to designate all-terrain vehicle (ATV) highway access routes on county roads within their jurisdiction, expanding beyond current state highway-only designations by the Oregon Transportation Commission

The All-Terrain Vehicle Highway Access Routes Advisory Committee must be consulted before counties designate routes, and the committee's review process is expanded to include county road proposals

ATV routes become effective only after signs are posted indicating the commission or county governing body has designated the highway right of way as an ATV access route

Financial responsibility requirements and driver license exemptions for snowmobiles and Class I, III, and IV ATVs are updated to apply when operating on routes designated by either the state commission or county governing bodies

Takes effect on the 91st day following adjournment of the 2025 regular legislative session
