Legislative Policy and Research Director must study changes needed to require Oregon's Legislative Assembly to pass biennial budget bills before passing other bills during odd-numbered year regular sessions

Study must analyze necessary statutory, constitutional, procedural, and administrative changes, as well as possible timelines for budget submission and approval within the executive branch

Study must include proposals for legislative committee structures appropriate for budget bill analysis and preparation

All state agencies are required to assist with the study and provide necessary information and advice

Report due to interim committees related to ways and means by June 1, 2026; provisions sunset January 2, 2027
