Requires adoption, amendment, revision, or repeal of county and city charters to be decided by simple majority vote, notwithstanding existing charter provisions or other laws

Preserves local authority for counties and cities to amend their charters to require supermajority or double majority votes specifically for measures imposing or increasing taxes, fees, assessments, fines, penalties, or other revenue-generating mechanisms

Amends ORS 203.720 (county charters) and ORS 221.210 (city charters) to establish uniform simple majority voting standards for charter changes

Takes effect on the 91st day after the 2025 regular legislative session adjourns sine die
