School districts must excuse students for up to one hour per week to attend "released time courses" in religious instruction, in addition to existing allowances of two hours weekly for K-8 and five hours weekly for grades 9-12

School districts are required to adopt policies for released time courses and must award academic credit for course completion based on instruction hours, syllabus, assessments, and instructor qualifications

Sponsoring religious entities bear responsibility for transportation, liability, and attendance records, with no school district funds permitted to be expended on released time courses

Time spent in released time courses counts toward school attendance requirements for state funding purposes under ORS 327.061

Aggrieved persons or organizations may sue school districts for violations and seek injunctive relief, monetary damages, attorney fees, and court costs
