Oregon Health Authority authorized to adopt rules certifying potable water treatment plant and water distribution system operators from nonreciprocal states, provinces, or certifying entities

Certified operators must demonstrate they are qualified by education and experience; Oregon may grant certification at a lower classification or grade than the out-of-state certification

Both agencies required to publish information about reciprocal certification and the new nonreciprocal certification pathways on their websites

Declared an emergency measure, taking effect immediately upon passage
