Cities with a population of 20,000 or fewer located outside of Metro may require only 20% of residential units to have affordability restrictions when adding land to their urban growth boundary, down from the standard 30% requirement

Amends sections 55, 56, and 60 of chapter 110, Oregon Laws 2024, which established a temporary program for urban growth boundary expansions

Affordable units must remain under affordability covenants for at least 60 years, available for rent to households at 80% or less of area median income or for purchase at 130% or less of area median income

The temporary urban growth boundary program and all amendments made by this bill are set to be repealed on January 2, 2033
