Prohibits criminal courts from committing misdemeanor defendants who lack fitness to proceed to state mental hospitals or designated facilities, limiting such commitments to felony cases

Extends the maximum inpatient treatment period authorized through a declaration for mental health treatment from 17 days to 180 days, and requires Oregon Health Authority to collect and report data on civil commitments biannually
