Labor negotiations conducted by or on behalf of public bodies must be conducted in open meetings subject to Oregon's public meetings law (ORS 192.610 to 192.705)

Removes the existing provision that allowed labor negotiations to be conducted in closed executive sessions when both sides requested it

Governing body members are responsible for ensuring anyone conducting labor negotiations on the public body's behalf complies with open meeting requirements

Applies regardless of whether negotiations are conducted by governing body members or public body employees, and regardless of quorum requirements

Declared an emergency measure, taking effect immediately upon the Governor's signature
