Amends Oregon cannabis advertising and packaging regulations to change the standard from "appealing to minors" to "likely to cause minors to unlawfully possess or consume" marijuana items

Requires the Oregon Liquor and Cannabis Commission to establish objective criteria describing packaging likely to cause minors to unlawfully possess or consume marijuana, including prohibiting imagery or characters primarily associated with minors

Applies the new marketing standards to cannabinoid concentrates, extracts, edibles, usable marijuana, and other cannabinoid products sold by licensed retailers and medical marijuana dispensaries

Amendments become operative on January 1, 2026, with the Act taking effect on the 91st day after the 2025 legislative session adjourns
