Amends ORS 350.345 to expand annual sexual misconduct reporting requirements for Oregon higher education institutions, due by October 1 each year to legislative committees, the Higher Education Coordinating Commission, and Director of Human Services

Expands reporting categories to include allegations against unknown individuals or those categorized as "other," and changes terminology from "students" to "complainants" for supportive measures tracking

Requires mandatory narrative explanations when institutions report more than eight cases of individuals investigated but found not responsible, or more than eight reports of violence types

Adds new required narrative section where institutions may describe data accuracy efforts, explain trends, discuss supportive measures gaps, and outline efforts to eliminate sexual misconduct

Removes prior exemption for community colleges and career schools from certain reporting requirements, and eliminates page limits for executive summaries; takes effect immediately as emergency legislation with most provisions applying to 2025-2026 academic year reports
