Establishes the Task Force on Investigations of School Employee Misconduct with 15 members, including 4 nonvoting legislators, 2 parents, 2 students, and representatives from educators, district attorneys, police chiefs, school boards, and state agencies

Requires evaluation of procedures for reporting and investigating school employee misconduct, including abuse and sexual conduct provisions under ORS 339.370 to 339.400

Directs consideration of statewide investigation standards for school districts and public disclosure of Department of Education investigation outcomes similar to Teacher Standards and Practices Commission requirements

All appointments must be completed by October 1, 2025, with the first meeting by November 1, 2025, and a final report with legislative recommendations due December 15, 2026

Declares an emergency for immediate effect upon passage; task force authority expires December 31, 2026
