Oregon Health Authority must establish a common credentialing program with an electronic database for health care practitioners, accessible 24/7 by credentialing organizations, practitioners, and regulatory boards

Health care practitioners must submit credentialing information to the database as a condition of being authorized to practice; credentialing organizations must use the database rather than requesting information directly from practitioners

Prepaid group practice health plans serving at least 200,000 members may petition for exemption if the director determines participation is not cost-effective

OHA must convene an annual advisory group of credentialing organizations, practitioners, and regulatory boards to advise on implementation and the standard credentialing application

Program becomes operative January 1, 2028, with implementation reports due to the legislature by February 1, 2026, October 1, 2026, and February 1, 2027
