Removes size and location restrictions for community solar projects, allowing participation in Oregon's community solar program regardless of nameplate capacity, location within the state, or interconnecting utility

Prohibits the Public Utility Commission from setting program capacity limits below 25 percent of an electric company's retail electricity load as of September 25, 2021

Prohibits the PUC from establishing any capacity limits on retail electricity load increases occurring after September 25, 2021

Amends ORS 757.386 to expand eligibility for the community solar program, which requires electric companies to enter 20-year power purchase agreements with certified projects

Maintains existing requirements that projects have minimum 25 kilowatt generating capacity and reserve 10 percent of total generating capacity for low-income residential customers
