Amends ORS 656.605 to authorize payment from the Workers' Benefit Fund for expenses of the Commissioner of the Bureau of Labor and Industries (BOLI) in carrying out statutory duties under ORS 651.050

Adds BOLI commissioner expenses as a new authorized expenditure category alongside existing uses such as vocational assistance, temporary disability benefits, and enforcement activities

Workers' Benefit Fund is maintained in the State Treasury separate from the General Fund, funded by employer assessments, recovered penalties, and other sources

Declares an emergency, making the act effective immediately upon passage rather than the standard 91-day waiting period
