Cities outside of Metro may expand their urban growth boundary (UGB) by adding roughly equal acreage when land in their buildable lands inventory is determined to no longer be buildable

UGB expansions under this provision must follow the existing ORS 197A.285 process and are classified as land use decisions, but are exempt from review by the Land Conservation and Development Commission

Expansions can only occur after a city completes its buildable lands inventory and at least two years before the next required inventory update

This expansion right is in addition to existing rights to add or exchange lands within an urban growth boundary

Amends ORS 197A.285 to include references to this new expansion authority in the procedures cities must follow when determining which lands to include within their UGB
