Creates a new "provisional licensed art therapist" license category for applicants with a master's degree from an Art Therapy Credentials Board-approved program who are completing their two years of supervised mental health practice

Requires completion of two years of supervised practice as a provisional licensed art therapist before applicants can obtain full licensure as a licensed art therapist or licensed certified art therapist, effective January 1, 2028

Authorizes licensed art therapists, licensed certified art therapists, and provisional licensed art therapists to perform psychological assessments or testing to diagnose mental illness if they have formal training in the specific assessment

Mandates the Oregon Health Authority and coordinated care organizations to reimburse art therapists at all three license levels for behavioral health services under the state's medical assistance (Medicaid) program

Takes effect 91 days after the 2025 legislative session adjourns, with most provisions becoming operative January 1, 2026
