Creates a civil cause of action against adults (18+) who electronically transmit intimate images to another person with intent to harass, degrade, or humiliate without the recipient's consent

Defines "intimate image" as images depicting sexual conduct or uncovered human genitals

Allows prevailing plaintiffs to recover the greater of actual economic and noneconomic damages (capped at $10,000) or $500, plus reasonable attorney fees

Establishes a two-year statute of limitations from the date of the conduct giving rise to the claim

Exempts internet service providers, mobile data providers, online platforms acting as transmission conduits, and health care providers transmitting images for legitimate medical purposes
