Department of Consumer and Business Services must establish a statewide registration program for all dwelling units that are rented or available for rent, including vacation occupancies

Registration requires disclosure of ownership information and whether the ultimate parent owner meets criteria indicating private equity or institutional investment status (such as managing over $150 million in assets, SEC registration as investment adviser, or pooling funds from large investors)

Registration fees and civil penalties for non-registration will be deposited into the Home Ownership Assistance Account established under ORS 458.655

Entities meeting institutional investor criteria that own above a specified threshold of dwelling units are subject to additional per-unit fees on units exceeding that threshold

Requires three-fifths legislative majority for passage due to revenue-raising provisions; specific dollar amounts for penalties and fees left blank for future determination
