Amends ORS 163.537 to clarify that buying or selling a person under 18 years of age includes transactions "for purposes of adoption," which remains a Class B felony

Creates the new crime of "unlawful adoption activity" for knowingly placing or offering a child for adoption by someone other than the birth parent, advertising to place or solicit children for adoption, or accepting/supplying children for adoption

Unlawful adoption activity is classified as a Class C misdemeanor, punishable by up to 30 days imprisonment, a $1,250 fine, or both

Exempts persons acting on behalf of Oregon licensed adoption agencies from the new unlawful adoption activity provisions

Exempts Oregon-licensed attorneys from advertising and child placement restrictions under the new crime
