Creates a new category of traditional health worker called "veteran-specific personal health navigator" to serve veteran communities in Oregon's health care system

Requires the Oregon Health Authority to adopt qualification criteria by rule for veteran-specific personal health navigators, including education and training requirements

Veteran-specific personal health navigators must have public health expertise, work in veteran communities, and to the extent practicable share culture, language, socioeconomic status, and life experiences with the veterans they serve

Navigators will assist veterans with improving physical, behavioral, and oral health; provide culturally appropriate health education; help veterans access needed care; and support health care decision-making

Amends ORS 414.025 and 414.665 to add this new worker category alongside existing traditional health workers such as community health workers, peer support specialists, doulas, and tribal traditional health workers
