Makes it unlawful for any person to falsely impersonate a union representative by using fraud or misrepresentation to make unauthorized communications that purport to be from a labor organization, with intent to undermine or interfere with the union

Grants labor organizations sole authority to identify and designate their union representatives as a matter of internal governance, protecting public employee union members from fraud

Allows union representatives alleging violations to bring civil lawsuits to obtain damages

Establishes statutory damages of $6,250 per incident when a plaintiff proves the defendant falsely impersonated a union representative, in addition to any other damages claimed

Defines "union representative" to include exclusive representatives, designated representatives, employees/staff of labor organizations, and elected or appointed union members
