Oregon Liquor and Cannabis Commission (OLCC) must issue cannabis health care technician certifications to individuals who complete an approved registered apprenticeship program with at least 2,000 hours of supervised work experience and 145 hours of technical instruction covering cannabis science, pharmacology, patient care, and compliance

OLCC must establish a financial incentive program for licensed marijuana retailers that employ certified cannabis health care technicians, with program details to be developed in consultation with the Oregon Health Authority and Office of Rural Health

Qualified marijuana retailers employing certified technicians will receive notification of interstate commerce opportunities, technical assistance with licensing, and expedited application review once federal law permits or the U.S. Department of Justice tolerates interstate marijuana commerce

Certification and renewal fees collected will be deposited in the Marijuana Control and Regulation Fund and may not exceed the cost of administering the cannabis regulatory program

Certification program becomes operative January 1, 2026; interstate commerce provisions become operative when federal law changes or DOJ issues permissive guidance; bill takes effect 91 days after legislative session adjourns
