Renames the "Greater Harney Valley Groundwater Area of Concern" to the "Harney Basin Groundwater Management Area" and continues a well assistance program providing up to $10,000 per well for replacement, repair, or deepening of domestic wells affected by declining groundwater levels, plus up to $3,500 for abandoning replaced wells

Grants the Water Resources Department authority to modify certificated groundwater rights to reflect historic beneficial use based on a five-year rolling average, decline new irrigation applications, require measurement and reporting, and deny extensions for developing groundwater rights

Requires the department to develop programs to identify and curtail unauthorized groundwater use and to cancel rights subject to cancellation under existing law

Mandates adoption of an adaptive groundwater management plan including objectives, monitoring, annual data analysis, milestones, a Harney Basin groundwater study model, and criteria for critical groundwater area designations

Establishes a groundwater advisory committee meeting at least annually and creates a mitigation program allowing new non-irrigation groundwater applications by reducing water used under existing rights
