Oregon Department of Administrative Services (DAS) must develop enterprise strategic workforce plans by January 1, 2026, with updates every four years during the second year of each gubernatorial term, covering agency performance reviews, staffing models, succession planning, and employee development training

DAS must establish enterprise-wide definitions and standards for common agency functions by January 1, 2027, with state agencies required to make conforming rule changes for programs created after that date; this effort sunsets January 2, 2030

Private, nonprofit, and nongovernmental entities receiving public funds distributed by state agencies must file reports detailing expenditures by category (salaries, administration, infrastructure, debt service) at least once per biennium, effective July 1, 2026

Key Performance Measure Council established with legislative leaders, Governor, and agency directors to meet every four years to review and adjust agency performance measures and recommend improvements to tie measures more closely to specific legislation and budgets

Secretary of State's Division of Audits must maintain a specialist team of at least three auditors to conduct performance audits of public entities with fewer than 75 employees or entities not audited in at least 10 years
