Study must examine whether facially neutral approaches have been sufficient to reduce homeownership barriers and consider recommending special purpose credit programs to address disparities

Department required to partner with national and state entities with expertise in housing policy research and equity analysis

Report due to Legislative Assembly housing committees by December 15, 2027, including recommendations for programmatic and policy changes with associated costs

Study must be commissioned by September 15, 2026; provisions sunset January 2, 2028; act takes effect 91 days after session adjournment
