School districts must develop, implement, and annually update health services plans for students, created in collaboration with a school nurse or registered nurse familiar with school nursing services

Establishes five student categories requiring school nursing assessment: medically noncomplex, medically complex, medically fragile, nursing-dependent with high medical needs, and nursing-dependent requiring exclusive focus

Sets staffing ratios: 1 nurse per 225 medically complex students, 1 per 125 medically fragile students, 1 per 5 nursing-dependent students with high medical needs, and 1 dedicated nurse per nursing-dependent student requiring exclusive focus

Requires school districts to annually report student counts by medical category to the Department of Education, with reports submitted to the State Board and legislative committees by November 1

Teacher Standards and Practices Commission must offer 3 hours of professional development on school health services, applicable toward administrative license renewal requirements
