Authorizes the Environmental Quality Commission and Department of Environmental Quality to allow mixing zones in water bodies receiving wastewater effluent from seafood processing facilities to meet bacteria water quality criteria, provided the mixing zone would not adversely affect public health

Requires the department's public health determination to be based on a review of information clearly demonstrating no adverse public health effects

Mandates seafood processing facilities with such permits implement best management practices to prevent bacteria from external fecal sources in wastewater effluent, informed by site-specific bacteria source investigations

Applies unless prohibited by federal law and adds these provisions to ORS chapter 468B (water quality regulations)

Takes effect on the 91st day after the 2025 regular legislative session adjourns sine die
