Authorizes the Oregon Board of Physical Therapy to approve national examinations for licensing physical therapists and physical therapist assistants, and allows the board to require fingerprints for criminal background checks on applicants, employees, and persons under investigation.

Permits licensed physical therapists to perform dry needling under training requirements established by board rules, and allows physical therapists to certify disability status for disabled person parking permits.

Establishes new definitions for "competence," "consultation," "continuing competency," "on-site supervision," and "supervision" in physical therapy practice, and clarifies that only persons with a Doctor of Physical Therapy degree may use the title "D.P.T."

Creates exemptions allowing out-of-state licensed physical therapists to practice in Oregon for up to 60 days per year during declared emergencies or while working with athletic teams, performing arts companies, or at continuing education events.

Requires the board to meet at least quarterly, maintain a physical therapy workforce database, share workforce information with the Oregon Health Authority, and report final disciplinary actions to a national database; most provisions become operative July 1, 2027.
