Targets recruitment of individuals from underrepresented communities experiencing financial hardships and facilitates partnerships between training providers and employers for job placement services

Requires the Higher Education Coordinating Commission to submit an outcomes report to interim legislative committees by September 15, 2026, including data on program participation, job placement rates, and impact on truck driver shortages
