Individuals not lawfully present in the United States become eligible for professional and occupational licenses from state licensing boards, which cannot deny authorization based solely on immigration or citizenship status

Professional licensing boards are prohibited from disclosing applicants' or licensees' Social Security numbers, federal individual taxpayer identification numbers, or other federally issued identification numbers except for tax purposes, authorization purposes, or child support enforcement

Social Security numbers and federal identification numbers provided to professional licensing boards are classified as confidential and exempt from public disclosure under Oregon public records law (ORS 192.311 to 192.478)

Individuals not lawfully present in the United States become eligible for state or local public benefits as defined in 8 U.S.C. 1621(c), and cannot be denied such benefits based solely on immigration or citizenship status

Amends ORS 25.785 to allow state agencies to accept a written statement from individuals who have not been issued a Social Security number in lieu of providing one on license applications
