Oregon Department of Administrative Services must establish a reinsurance program to protect private insurers who sell policies covering damage or loss to crops, forage, livestock, and agricultural buildings caused by wildlife under State Fish and Wildlife Commission jurisdiction

Creates the Wildlife Damage Reinsurance Fund within the State Treasury, separate from the General Fund, with moneys continuously appropriated to the department and interest credited back to the fund

Department must prioritize issuing reinsurance policies in locations and markets where wildlife damage coverage is currently inadequate, and may only accept risks from insurers authorized by the Department of Consumer and Business Services

Fund must operate on an actuarially sound basis; if funds are insufficient, advances from other State Treasury funds may be made with Joint Ways and Means or Emergency Board approval, to be repaid within 10 years with interest

Declares an emergency, making the act effective upon passage, with annual reporting required to Legislative Assembly committees on program activities and fund expenditures
