Removes the Oregon Department of State Police as the designated state point of contact for the National Instant Criminal Background Check System (NICS) for firearm transfers through gun dealers

Requires gun dealers to obtain background check authorization directly from the federal NICS system rather than through the state, receiving a "proceed response" instead of a state-issued approval number

Eliminates the requirement for firearms transaction thumbprint forms and repeals ORS 166.434, which governed state-level background check procedures

Maintains Department of State Police telephone line (8 a.m. to 10 p.m., seven days a week) only for non-dealer transfers at gun shows, with a reduced fee structure for same-day subsequent checks on the same recipient

Takes effect on the 91st day after legislative adjournment, with substantive changes becoming operative January 1, 2026
