Appropriates $2,775,000 from the General Fund to the Oregon Business Development Department for the 2025-2027 biennium, with up to $200,000 available for administrative costs

Establishes grants for cities and federally recognized Indian tribes containing census tracts with poverty rates of 23% or more to develop local poverty reduction plans

Sets grant award limits based on population: up to $75,000 for communities under 25,000 residents, up to $150,000 for 25,000-100,000 residents, and up to $300,000 for communities over 100,000 residents

Requires poverty reduction plans to include community engagement, local data analysis, economic resource mapping, best practices research, and performance measures

Takes effect immediately upon passage as an emergency measure and sunsets January 2, 2030
