Public utilities cannot recover from customers any costs associated with criminal or civil fines, judgments, or settlements resulting from the utility's negligence or higher degree of fault

Investor-owned electric utilities must file incident reports with the State Fire Marshal, State Forestry Department, and Public Utility Commission whenever a fire is caused by their power lines, and these reports may be used as evidence in legal proceedings

Wildfire property damage calculations expand to include either the difference in fair market value before and after the fire, or the cost of restoration to pre-fire condition (removes previous "lesser of" limitation)

Fair market value for wildfire damages may now be determined using "other objectively verifiable information" in addition to state certified appraisers, reducing burden on victims to obtain formal appraisals

Amendments apply retroactively to claims arising before the effective date, provided a court has not yet entered a final judgment
